1 Whenever UCI research involves human subjects, whether sponsored or unsponsored, disclosure of significant, related interests is required on the Application for IRB Review, Section Q. Positive disclosures are referred to the COIOC for review.

2 When receiving funds from non-governmental sponsors that are not on the exempt list, the principal investigator must file the State 700-U form. If a private sponsor, whether on the exempt list or not, flows NSF or PHS funds to UCI in support of a project, then the Federal financial disclosure policy also applies.

3 Several medical societies and associations have adopted program guidelines that require investigators to comply with the PHS regulations regarding financial conflict of interest. Therefore, investigators will need to complete the financial disclosure forms routinely used with PHS and NSF applications. The Statement of Economic Interest (700-U) is not required for these sponsors because they are on the exempt list.

4 The UC programs listed have adopted the federal disclosure requirements. Therefore all investigators, including the PI, must sign the federal disclosure form and specify whether or not each has a significant financial interest in an entity related to the proposed research project. The UC program should be listed as "Sponsor." State law also requires that the PI and co-PI file a Statement of Economic Interest (Form 700-U) on the corporate sponsor.
