The interim joint final rule implementing the Uniform Guidance (UG) across all Federal grant-making agencies (dated: Friday, December 19, 2014) can be found at: http://www.gpo.gov/fdsys/pkg/FR-2014-12-19/pdf/2014-28697.pdf. The interim joint final rule is effective for new awards and for selected funding increments, issued on or after December 26, 2014. The 240-page Federal Register notice is structured with introductory comments at the beginning followed by a listing of the technical corrections/amendments to the Uniform Guidance.
National Science Foundation (NSF)
The National Science Foundation has posted the new Proposal & Award Policies and Procedures guide (“PAPPG”) effective December 26, 2014. The PAPPG has been revised to implement 2 CFR § 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). The PAPPG also has been revised to incorporate other significant changes and clarifications unrelated to the Uniform Guidance implementation.

NSF has issued a set of frequently asked questions (FAQs) on the Foundation’s implementation of 2 CFR § 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance). These FAQs are available on the DIAS/Policy Office website. The FAQs will be updated periodically as additional questions arise.

NSF Grant General Conditions (GC-1) and the Cooperative Agreement Financial and Administrative Terms and Conditions (CA-FATC) have been posted to the NSF website. These documents have been updated to implement changes necessitated by 2 CFR § 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance).
The Research Terms and Conditions (RTCs) normally are applicable to NSF grants to universities and other non-profit organizations. However, the RTCs are currently being revised by a working group of the National Science and Technology Council’s Research Business Models Subcommittee. Until the RTCs become effective, the GC-1 will serve as the applicable terms and conditions for all NSF grants. The revised GC-1 will apply to all new NSF grants and funding amendments to existing NSF grants issued on or after December 26, 2014, and similarly, the CA-FATC will apply to NSF cooperative agreements.
Department of Health and Human Services / National Institutes of Health
On December 19, 2014, the Department of Health and Human Services published in the Federal Register, an interim final rule adapting OMB’s final guidance in 2 CFR part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance) with certain amendments, based on existing HHS regulations. HHS’ amendments are described in the joint preamble, and incorporated into HHS’ implementing regulations at 45 CFR part 75.

NIH released a revised version of its Grants Policy Statement (“GPS”) (http://grants.nih.gov/grants/policy/nihgps/nihgps.pdf). This version incorporates changes in statutes, regulations, and policies that have been implemented since the previous version of the GPS dated 10/1/2013, including the Uniform Guidance. Its supersedes the NIH Interim General Grant Conditions released on February 5, 2015 and applies to all NIH grants and cooperative agreements with budget periods beginning on or after December 26, 2014 and awards that received incremental or supplemental funding on or after December 26, 2014.

NIH has issued NOT-OD-15-065 - NIH Interim General Grant Conditions Implementing New HHS Grants Regulations This Guide Notice provides the Interim General Grant Conditions for NIH grant awards to align with the U.S. Department of Health and Human Services (HHS) regulations implementing OMB's Uniform Guidance at 45 CFR Part 75. The Interim General Grant Conditions are effective for Notices of Award (NoA) issued on or after December 26, 2014 for new grants and funding amendments to existing grants. The Interim General Grant Conditions serve as the applicable terms and conditions for recipients of NIH awards, until such time as revised Research Terms and Conditions become effective.
